There is comment form as default view at your myAlbum-P page. For example
http://www.peak.ne.jp/xoops/modules/myalbum/photo.php?lid=41

Xoops-comment system require a step which a user who wanna comment have to click "POST COMMENT" button. This step decreases comment motivation of users I think.

So I want to put comment form to each articles or pages as default. Did you realize it easily?
