I have created a custom block in xoops 2.0.18.1 and want to integrate comments with this block, please tell me if this can be done and how?

Since custom-blocks never supports XoopsTpl, you cannot add comment-integration into custom-blocks.
You can use pico like custom blocks.
And you can add comment-integration into pico contents.
(Check 'XoopsTpl' in the body filter)
