I cannot find the true reason yet, try to remove @ before 
include_once XOOPS_ROOT_PATH.'/include/cubecore_init.php';

'@' eliminates errors/warnings in cubecore_init.php

Perhaps, you can find some errors/warnings after turning "PHP debug" on.
