Are you sure you followed the instructions for Protector V3 at http://xoops.peak.ne.jp/md/mydownloads/, defining XOOPS_TRUST_PATH in mainfile.php, creating the XOOPS_TRUST_PATH directory, copying both the html and xoops_trust_path directories from the download, etc.?
