hi Larry.

It sounds just a problem of the place of the line for precheck.inc.php.
Place

include( XOOPS_ROOT_PATH . '/modules/protector/include/precheck.inc.php' ) ;

just before

include XOOPS_ROOT_PATH."/include/common.php";
