i am from Bulgaria.
I have a problem.When adding headline,xhld tells me :

Failed saving data to database for headline actualno.com
XmlParse error: not well-formed (invalid token) at line 7

I understand,that this is because of the encoding.But the site ( http://www.actualno.com/share/xml1/actualno_rss.php ) have windows-1251 encoding.Xhld supports windows-1251,isn't it ?Please,tell me step by step what to do,to go works?

You have to create
language/(your language)/headlinerenderer.php
for parsing windows-1251.

windows-1251 ... ?

If you can, copy all of russian onto your language file.

You can select windows-1251 in feeds admin.

I test this too.Overwrite russian language and in admin panel i set windows-1251,and don't work.This confused me.I haven't anymore ideas what to do :(

Can you see the result of phpinfo(); ?
You should check iconv or mbstring is valid or not.

If not, try to set ISO-8859-1 manually.
(Though some characters will be changed...)
