I hope this is not a stupid question.
I've read through the protector forum, as well as, the Protector download page on this site...as well as the Xoops.org site.
Is the Protector module still necessary with Xoops 2.1.1 and thus 2.2.2? Or is it built into the core module now?

It is difficult to answer.
Protector is a module not only for the core but also for vulnerable modules.
If you use vulnerable modules, I recommend to use it.
And I'm sorry that I've never checked the codes of the any new cores
