Perhaps, some wrong recognization occurred.
But I can't help you with cheking HTML after ob filtering.
EMLH 1.1 allows you to "all mode" for debugging.
With this, you will be able to find the reason.

One more wild idea
I can understand why for every new user multilanguage'd text (with your hack) shown in one language. And probably can to have correct reason, whyby default this language is English (in my case) - it's language of user, under which httpd daemon work. But...
this difference haven't big sense for Europe, and have for all regions, where english isn't primary language. I want to suggest add one more variable "default language", in order to get by default content on default site language, not in english

debug show me nothing. And situation (in NewBB 2.02 index page) became even worse - all subjects from "Last message" column disappeared - with language-tags and without these tags, old messages...
