Hello,
Currently I have my theme in Xoops set to display the site in percentage, for example my site is saposed to occupy 95% of your browser window and re-size when you change the size of your browser window. All works fine except when going to the MyAlbum-P files: photo.php, submit.php and editphoto.php. When accessing those files my site reverts back to pixels (920px). Why is this happening?

I can't find that the theme is broken by photo.php at least.
It looks good.
Or, Do you mean that the photo of bird is too wide in
http://www.travelfolios.com/modules/myalbum/photo.php?lid=40
?
If so, you can set "Max image size in single view" in myAlbum-P's admin. (eg. 300x400)
As I don't have the permissions of submit.php or edit.php, I can't reply about them.
