when my server is changing by data center i see this error in D3pipes

You should ask the host company to install a php package call "php-mbstring"

my host company is installed "php-mbstring" and D3pipes is worked :d

It sounds a good hosting company 
If your server cannot support mbstring, try "iconv" instead.
admin -> d3pipes -> Joint Initials -> Transfer encoding from UTF-8

my hosting company after installing "php-mbstring" Change that server again ( They is oskol :D)
i change that setting and work again :D
(and send E-mail for they to install "php-mbstring" again)
