.htaccess and php.ini problems

Stuff:
OS: Linux, php: v4.4.0, mysql v14.7, scripts are ran as CGI executables ,XOOPS 2.0.15 and Protector 2.52

Errors:
'register_globals' : on Not secure
'allow_url_fopen' : on Not secure
'session.use_trans_sid' : on Not secure

I have been searching for this answer for weeks...
My host does not allow .htaccess and will not change the php.ini. I have tried several other hosts and aside from the above problems I find my host far superior.

I really want to keep my host. Is there ANY way to get around this?

I'm not a programmer but also not afraid to research/try/learn. I just need to know if it is possible to fix the above errors with my current host. I would also REALLY APPRECIATE any suggestions or resource links.

If you are running php-cgi, you generally should be able to copy a system php.ini into your own cgi-bin directory and make changes to fit your own need. You may want to ask your host about this.

Here's a link to a sample php.ini file to include in your directories. It needs to be in the directory where the php file resides, from what I understand. My host uses cgi and after a lot of looking around I found this. IT did work for me and the changes showed after adding it to al my directories. It is NOT like an htaccess file where the file passes it's values down to the underlying directories. If you use this sample file you will still have to make the changes that gijoe suggests in the file e.g. register_globals is set to ON in this file. This just gives the format.
