I noticed that February 12th and 16th are red-letter days in piCal. What controls which days are shown in red ? It would be nice to display somewhere why a day was being displayed in red.

The red color means holidays as you know.
It is defined in your language files.
edit $this->holidays in language/(your language)/pical_vars.phtml
I know the difference between language and country.
But I don't have better clue, because XOOPS does not support LOCALE.
