Thank you for the new language files.
It looks UTF-8 encoded.
I remember that 'german/' means ISO-8859-* encoded.
Then I named the folder de_utf8
If you want to rename it as you like, tell me again.

Hi Gijoe,
I started to work separately with the languages and unification in SVN because the pattern of many languages now in impresscms will be in UTF-8.

To avoid extra work for you, I am keeping constant updates in these languages and colleagues conducted the translations.
I started to work separately with the languages and unification in SVN because the pattern of many languages now in impresscms will be in UTF-8.

I recommend you to name it separately like...
de_utf8 - UTF-8 encoded
german - ISO-8859-* encoded
fr_utf8 - UTF-8 encoded
french - ISO-8859-* encoded
