I have a new member trying to register for the site. He can load the register.php page but not POST the page. For each registration attempt shows 'Protector rejects your post, because your IP is registered in RBL' I have removed all records checked with his IP address. Although the IP address is not listed in the table he still cannot register. He can browse the site but not post forms. Is there any way to determine which rule is causing his registration problem? Does the reliable IP addresses work like 'white listed' addresses?
Thanks for assistance.
Under the module admin/Protect Center section there are a list of addresses and I have cleared all references to this members IP addres. I have htaccess files on the site but they are all not updated for months. Is there no way to find out which rule caused him to be considered a threat?
I've run a sql command verifying his IP is not in a table.
select * from xoops_protector_log where ip='10.220.119.88';
select * from xoops_protector_access where ip='10.220.119.88';
Is the Reliable IP a white list? I see loopback and a non-routeable IP used by default. Just curious what this setting does. I will ask him to clear cache and cookies.
It appears the host niku.2ch.net no longer exists. Changing to other antispam hosts fixed my problem.
Thanks GIJOE for the response.

Thank you for useful information.
(Perhaps, niku.2ch.net denies accesses from other than Japan.)
I'll modify the default list in the plugin for newer versions.
