Read the top of this site, again.
(On japanese side, I wrote "Don't ask by Japanese in this site")
{X_SITEURL} is just a feature only for custom blocks.
Use
<{$xoops_url}>
instead.
Of course, you have to turn Smarty(xoopstpl) on.
