When is private not private?

Hi I have an issue with the class "Private among myself only". It seems the when I (the webmaster) or one of my mods sets an item as this all the other Mods can see it as well.
However normal users can't see them. It is almost as if, for moderators and webmasters the "Private among myself only" is actually "Private among moderators"
Is it something I have done wrong? I am using the latest download.

Is it an issue of expression in English? 
It is a spec that piCal's admin can see all of events.
I guess "Private among myself" will be useful as reminder.
