precommon_bwlimit_errorlog.php
precommon_bwlimit_message.php
from TRUST/modules/protector/filters_disabled.

I cannot ensure it is always useful for high loaded sites.
I can say the Apache modules like mod_bandwidth might be better options if you can do that.
