I just installed pico 1.6 on xoops 2.0.16.

For some reason it keeps telling my that is version 0.95 no matter how many times I delete and reupload and install. 0.95 was a version I tried installing a long while back, but I stayed with tinyD.

In the install instructions:
(9) set group permissions of the TOP category in admin area

I assume you mean modules/pico/admin, but set them to what?
Currently it is 755.

The import/sync page is blank. So I have no way to import my tinyD.
